Explained
A Level 7 WATER Sea Serpent. If added to your hand except by drawing, reveal it and 1 WATER monster in your hand to Special Summon both; then only WATER Special Summons for the turn. While you control "Umi", your opponent can't target your WATER Link Monsters with effects.

Rulings in plain English
Summon effect: Activates in the hand, including during the Damage Step. If either revealed monster isn’t in your hand at resolution, nothing happens.
Restriction: Starts after it resolves, so you can use it even after summoning non-WATER monsters. It applies as long as the effect wasn’t negated, even if the summon didn’t happen.
