Effect Monster
Card text
During the Main Phase (Quick Effect): You can Fusion Summon 1 "Dracotail" Fusion Monster from your Extra Deck, using monsters from your hand or field, also you cannot Special Summon from the Extra Deck for the rest of this turn, except Fusion Monsters. If this card is sent to the GY as material for a Fusion Summon: You can Set 1 "Dracotail" Spell/Trap from your Deck, then you can negate the effects of 1 face-up monster your opponent controls. You can only use each effect of "Dracotail Mululu" once per turn.

Explained
During the Main Phase (Quick Effect), Fusion Summon a "Dracotail" Fusion Monster using monsters from your hand or field (then only Fusion Monsters from the Extra Deck). If sent to the GY as Fusion Material, Set a Dracotail Spell/Trap, then you can negate an opponent's monster.
In Dracotail decks as a Fusion starter that also works on your opponent's turn.
- Forgetting the Fusion-only restriction applies even if the summon fails.
How it works
- Quick Effect (Main Phase): Fusion Summon 1 “Dracotail” Fusion Monster from your Extra Deck, using monsters from your hand or field. For the rest of the turn, you can only Special Summon Fusion Monsters from the Extra Deck.
- If sent to the GY as Fusion Material: Set 1 “Dracotail” Spell/Trap from your Deck, then you can negate the effects of 1 face-up monster your opponent controls.
Each effect is once per turn.
Rulings in plain English
Fusion effect: Materials first, then the summon; not at the same time. The summon still happens if the materials left the hand or field, even if they went somewhere other than the GY.
Restriction: Starts after it resolves, so you can use it after summoning a non-Fusion from the Extra Deck. It applies as long as the effect wasn’t negated, even if the summon didn’t happen.
GY effect: Set first; only if that worked can you negate. Not simultaneous.
