When your opponent activates a card or effect that targets a monster(s) you control (Quick Effect): You can discard 1 card; negate the activation, and if you do, destroy it. You can only use each effect of "Fantastical Dragon Phantazmay" once per turn.

Explained
When your opponent Special Summons a Link Monster, Special Summon it from your hand and draw cards equal to their Link Monsters +1, then shuffle back that many. On the field, discard 1 to negate and destroy an opponent's effect that targets your monster.
Against Link-heavy decks, as a free summon that improves your hand and protects your monsters.

How it works
- From the hand (Trigger): If your opponent Special Summons a Link Monster (except during the Damage Step), Special Summon this card, draw cards equal to the number of Link Monsters your opponent controls +1, then shuffle that many cards (equal to their Link Monsters) from your hand into the Deck.
- Quick Effect: When your opponent activates a card or effect that targets a monster you control, discard 1 card to negate the activation and destroy it.
Each effect is once per turn.
Rulings in plain English
Summon effect: Summon, then draw, then shuffle back; none simultaneous. If no Link Monsters remain at resolution, you draw 1 and shuffle nothing.
Negate: Discarding is the cost; doesn’t target; usable in the Damage Step.
