Effect Monster
Card text
Cannot be Normal or Special Summoned if you control a monster. Neither player can activate monster effects unless the number of monster effects that player has previously activated that turn is less than the number of monster card types currently on the field (Ritual, Fusion, Synchro, Xyz, Pendulum, and Link). (If an effect's activation was negated, it still counts toward the total for that turn. Only count effects that were activated while this monster was face-up on the field.)

Explained
It can't be summoned if you control a monster. Each player can only activate monster effects while the number they've activated that turn is less than the number of monster card types (Ritual, Fusion, Synchro, Xyz, Pendulum, Link) on the field.
Going first as a floodgate against decks that activate many monster effects.
- Trying to summon it face-up while you control a monster. You can still Normal Set it.
- Forgetting it limits you too.
How it works
- Summon condition: It can’t be Normal or Special Summoned if you control a monster.
- Continuous: Neither player can activate monster effects unless the number of monster effects that player has activated that turn is less than the number of monster card types on the field (Ritual, Fusion, Synchro, Xyz, Pendulum, Link). Negated activations count. Only count effects activated while this card was face-up.
When to use it
If only one Extra Deck type is on the field, each player gets just one monster effect per turn, which shuts down long combos.
Rulings in plain English
Who’s restricted? Both players, even monsters unaffected by effects.
If it’s negated: Activations are still counted, but nobody is restricted while it’s negated.
Summon condition: Only applies to face-up summons; you can Normal Set it with monsters on your field.
