Rulings in plain English

Cost: You choose which cards; face-up Extra Deck cards can be banished too.

Fewer cards in Deck? Excavate all of them.

The draw restriction: A condition, not an effect. If you’ve already drawn by an effect, you can’t activate it; once activated, you can’t draw by effects that turn (unless its activation is negated).

Shown cards: Both players see the excavated cards and the one you take.
