Rulings in plain English
Activating the card: You can activate it on its own, or activate it and use the negate effect in the same chain link if you meet the condition. Not in the Damage Step. If you activate it on its own, you can’t use the effect later in that same chain.
The effect: Whoever uses it pays the 800 LP as a cost. It doesn’t target and can’t be used in the Damage Step. A face-up copy can use it several times in one chain.
Summons without a chain: It can negate Synchro, Xyz, Pendulum, and Link Summons. If that summon happens because of an effect resolving as Chain Link 1, you can respond; if it comes from Chain Link 2 or later, you can’t.
Effects: Chain directly to the activation of a card or effect that includes a Special Summon. You can’t chain it to an effect that doesn’t summon, even if the card has another effect that does.
