As removal that gets around effects that target or destroy.

- Expecting the draw if Santa Claws left the field or was flipped face-down before the End Phase.

- End Phase of that turn (once): If summoned this way, you can draw 1 card.
Rulings in plain English
Summon: You Tribute first, then summon. Not simultaneous. The Tributed monster isn’t treated as Tributed by an effect.
Draw: A Trigger. Santa Claws must stay face-up in the Monster Zone from the summon until the End Phase.
