How it works
Scapegoat is a Quick-Play Spell. Special Summon 4 “Sheep Tokens” (Beast/EARTH/Level 1/ATK 0/DEF 0) in Defense Position. They can’t be Tributed for a Tribute Summon. You can’t Summon other monsters the turn you activate it (but you can Normal Set).
Rulings in plain English
When can I activate it? You need 4 free Main Monster Zones. Not in the Damage Step.
Tokens: They’re Normal Monsters. Neither player can Tribute them for a Tribute Summon.
Restriction: Not an effect. You can’t activate it if you already Normal, Flip or Special Summoned that turn, and after you activate it you can’t Normal or Flip Summon, or Special Summon except by this card. Normal Setting is still allowed.
