How it works
Seventh Tachyon is a Normal Spell. Reveal 1 “Number” Xyz Monster numbered 101 to 107 in your Extra Deck; add 1 monster from your Deck with the same Type or Attribute and a Level equal to its Rank, then place 1 card from your hand on top of the Deck. For the rest of the turn after it resolves, you can only Special Summon Xyz Monsters from the Extra Deck. Once per turn.
Rulings in plain English
Order: Search first; only if you added a card do you put one back. They aren’t simultaneous.
Restriction: Starts after it resolves, so you can activate it even after summoning a non-Xyz from the Extra Deck.
C Numbers: You can reveal a “Number C” monster, as long as its number is 101 to 107.
