(This card's original Level is always treated as 12.) Cannot be Synchro Summoned. Must be Special Summoned (from your Extra Deck) by sending 2 Level 5 or higher monsters you control with the same Level to the GY (1 Tuner and 1 non-Tuner). Once per turn, when a Spell/Trap(s) is Set on your field (except during the Damage Step): You can Special Summon 1 "Power Tool" Synchro Monster or 1 Level 7 or 8 Dragon Synchro Monster from your Extra Deck. While you control another Synchro Monster, monsters cannot target this card for attacks, also neither player can target it with card effects.

Explained
A Level 12 Synchro that can't be Synchro Summoned. Send 2 Level 5+ monsters with the same Level (1 Tuner, 1 non-Tuner) to summon it. Once per turn, when you Set a Spell/Trap, Special Summon a "Power Tool" Synchro or Level 7 or 8 Dragon Synchro. Can't be targeted while you control another Synchro.
In Synchro decks that can Set cards to pull out extra Synchros.
- Expecting the summoned Synchro to be properly summoned. It isn't.
- Trying to revive it. It can only be summoned its own way.
How it works
Its original Level is always 12. It can’t be Synchro Summoned. Special Summon it from your Extra Deck by sending 2 face-up Level 5 or higher monsters you control with the same Level (1 Tuner and 1 non-Tuner) to the GY. It can’t be Special Summoned any other way.
- Trigger (once per turn): When a Spell/Trap is Set on your field, Special Summon 1 “Power Tool” Synchro Monster or 1 Level 7 or 8 Dragon Synchro Monster from your Extra Deck. Not in the Damage Step.
- Continuous: While you control another face-up Synchro Monster, it can’t be targeted for attacks or by card effects.
Rulings in plain English
Summon procedure: Not an effect. Tokens can’t be sent. The monsters are sent first, then it’s summoned. They don’t count as Synchro Material.
Trigger: Only right after the Set. If something else happens after the Set, like a Set from Chain Link 2 or later, you can’t activate it. The summoned monster isn’t properly summoned.
Level 12: Even if its effects are negated or it’s off the field.
