Explained
It can't attack unless a monster was Tributed this turn. During the Main Phase, Tribute another monster from your hand or field to Special Summon a monster that mentions "Dark Time Wizard", or send a Spell/Trap that mentions it to the GY.
In Dark Time Wizard decks to Tribute into the deck's other monsters on either player's Main Phase.
